New 501(c)(4) Organization Expands Direct Citizen Engagement & Advocacy on Economic Freedom, Fiscal Responsibility & Constitutional Reform
Prosperity for US Foundation, a 501(c)(3) nonprofit, will continue its educational mission, developing and communicating information about citizens' constitutional rights and public policy solutions. Prosperity for US Action will build on that work by engaging directly with citizens, state-based organizations and public officials and supporting specific constitutional amendments and legislative initiatives.
The new organization is established as a 501(c)(4) social welfare organization, allowing it to engage more directly in advocacy activities and citizen outreach consistent with its mission.
"Prosperity for US Foundation has spent significant time developing the ideas, policies and technology necessary to give citizens a greater voice in their government," said Bob Carlstrom, Executive Director of Prosperity for US Foundation and Prosperity for US Action. "Prosperity for US Action is the next step. It gives us the ability to take those ideas directly to citizens, work with state organizations and public officials, and help turn citizen concerns into meaningful action."
Prosperity for US Action will focus initially on state-level initiatives addressing issues including property tax increases, government spending, taxpayer protections, and the citizen petition process. The organization will work with citizens and like-minded state organizations to advance constitutional amendments and legislative policies that give voters a greater voice in decisions affecting their families, property, and economic security.
The Foundation and Action are also developing a digital communications and voter outreach system designed to make citizen participation easier, more secure and more accessible. The system is designed to support verified electronic signatures and provide a secure record of petition transactions, while creating a more efficient alternative to traditional paper-based petition processes.
"Americans should not have to navigate an outdated and unnecessarily cumbersome system to make their voices heard," said David Biddulph, Founder and Chairman of Prosperity for US Foundation. "The right to petition government is fundamental to our system of self-government. Prosperity for US Action will help bring that right into the modern era by combining sound constitutional policy with technology that can make citizen participation more accessible and accountable."
The need for greater citizen participation is particularly significant at the state level. Prosperity for US Action will seek to work with citizens and state organizations in pursuing reforms that address rising property taxes, government spending, and other policies that directly affect household finances and economic opportunity.
Among the policy priorities being developed and supported by Prosperity for US organizations are proposals to:
• Limit annual property tax increases unless voters approve an increase.
• Limit state and local government spending growth to inflation and population changes.
• Establish stronger constitutional protections against excessive taxation and government spending.
• Strengthen the ability of citizens to propose constitutional amendments through initiative petitions.
• Modernize the citizen petition process through secure electronic technology.
"Too often, citizens are told that their concerns are important, but they have few practical ways to translate those concerns into action," Carlstrom added. "Prosperity for US Action is designed to help close that gap. We want to make it easier for citizens to understand their rights, connect with others who share their concerns and participate directly in the process of changing state laws and constitutions."
The formation of Prosperity for US Action represents an expansion of the Prosperity for US Foundation's existing work rather than a change in its mission. The Foundation will continue its educational efforts, while Action will provide a separate vehicle for direct advocacy, outreach and implementation of specific policy initiatives.
"The Foundation can educate and develop solutions, while Action can help citizens put those solutions into practice," Biddulph said. "That distinction is important, but the objective of restoring a stronger connection between citizens and the government they elect to serve them, is shared."
Prosperity for US Action plans to conduct ongoing outreach through digital communications, public education, virtual and in-person meetings, and collaboration with state-based organizations and public officials. Its work will be focused on giving citizens practical tools to participate in meaningful changes to state constitutions and laws.
As part of this broader effort, Prosperity for US is developing new tools to help Americans better understand government spending and hold elected officials accountable. One forthcoming initiative will give citizens a clear, accessible way to evaluate whether federal spending is growing faster than family incomes, bringing greater transparency to Washington’s fiscal decisions. The initiative reflects the organization’s belief that citizens need both reliable information and practical ways to translate that information into meaningful accountability.
"Self-government works best when citizens have both the knowledge and the tools to participate," Carlstrom said. "Prosperity for US Action is being created to provide those tools and to help Americans turn their concerns about taxes, spending and government accountability into constructive action."
Prosperity for US is also developing the Prosperity for US Report Card, a free public tool designed to make Washington’s spending decisions easier for Americans to understand and evaluate. The Report Card will track the national debt in real time and measure federal spending against a straightforward standard tied to family income growth, helping citizens see whether spending is being restrained or allowed to grow beyond what American families can afford. By presenting the numbers in a clear, accessible format, the initiative will give voters a practical way to assess their elected officials’ fiscal decisions and hold Washington accountable for its impact on household finances and the nation’s economic future. The report card will grade elected representatives from A to F based on whether they are keeping federal spending growth below the growth of family incomes.
