Russia's lawmakers call for stricter laws to ban vapes

(MENAFN) Russian lawmakers are preparing legislation that would prohibit the sale of electronic cigarettes and vape liquids across the country, State Duma Chairman Vyacheslav Volodin announced. The draft bill is expected to be introduced in the coming months.

In a statement on the Russian Max platform, Volodin said that “vapes and other electronic cigarettes are harmful to human health and can lead to severe illnesses.”

Calls for tougher restrictions have also come from regional officials. On Friday, Nizhny Novgorod Governor Gleb Nikitin urged President Vladimir Putin to give local authorities the power to enforce region-wide bans. Putin backed the proposal.

The initiative aligns with demands voiced previously by several regional leaders, as well as parents and teachers.

Although Russia already outlawed the sale of vapes and nicotine liquids to minors in 2023, Volodin stressed that “we see that these measures are not enough” to tackle the issue.

Earlier this year, he argued that “vape liquids contain heavy metals, and toxic compounds,” insisting their risks are undeniable.

Survey data from 2023 showed a significant increase in vaping, with 21% of users relying solely on e-cigarettes and another 16% alternating between vaping and traditional smoking. That same year, estimates suggested that between 3.5 and 4 million people in Russia were using electronic nicotine devices.
